Position Summary:
The Informatics Senior Specialist (eCR) provides programmatic oversight, specialized technical expertise, business analysis, and project portfolio management for public health surveillance projects and initiatives funded under APHL’s Informatics Program, with a primary focus on electronic case reporting (eCR).
The successful applicant will bring the skills and aptitude necessary to support the eCR program portfolio in close coordination with program leadership, staff, consultants, and funders. The Senior Specialist (eCR) reports to the Lead Specialist, Informatics under the overall supervision of the Director of Informatics.
Duties & Responsibilities:
General
- Liaise with APHL staff, project sponsors, and interested parties to define eCR program and project priorities.
- Provide strategic guidance, support, and expertise to manage the delivery of informatics and technical assistance solutions for electronic case reporting.
- Participate in and contribute to Project Management Office process development and drive adoption of best practices.
- Contribute to regular newsletters and other communications highlighting program successes and information.
- Ensure that the interests of state and local public health agencies and laboratories are being considered within the context of the national health information technology domain, and specifically in the areas of electronic messaging technical assistance and knowledge management.
Focused
- Manage relationships with CDC technical monitors to ensure management of expectations and communicate ongoing needs and with CDC technical monitors and sponsors.
- In partnership with eCR program leadership, manage and support technical assistance staff and consultants across a portfolio of informatics projects.
- Evaluate project and program work processes and workflows, adjusting and improving as needed and in coordination with colleagues and consultants.
- Guide infrastructure and capacity needs assessments at the state and local levels to identify potential technical assistance and informatics needs.
- Contribute to the ongoing design of the Informatics technical assistance programs using APHL methods to meet project scope and objectives.
Employment Standards- Education and Experience:
- Master’s Degree in public health or informatics preferred with minimum 3-years of related experience or bachelor’s degree and a minimum of five years progressive and relevant experience in life sciences, laboratory informatics or surveillance epidemiology;
- 3-5 years’ experience of coordination of information technology projects, infectious disease laboratory or epidemiology work, national data exchange standards, vocabulary messaging and/or related areas;
- 2 years’ supervisory or contractor oversight experience;
- Experience working with state, local or federal and governmental entities desired;
- Strong project management and business analysis experience is required;
- Self-directed and highly organized;
- Exceptional written and oral communication skills;
- Excellent interpersonal skills;
- Strong quantitative skills;
- Capable of working under tight deadlines and handling multiple projects.
Knowledge, Skills, and Abilities:
- Microsoft Office Suite, Smartsheet, Atlassian products (Jira, Confluence)
- General knowledge of Informatics terminology and standards (HL7, LOINC, SNOMED, etc.)
- Governmental contract and project lifecycles;
- Electronic case reporting workflow and business practices;
- Laboratory/Agency workflow and business practices;
- Project Management concepts and standards;
- Health Information Technology;
- Electronic Health Records (EHRs) and/or Disease Surveillance Systems at the public health agency and laboratory level;
- IT development lifecycle, IT business analyses;
- Project Management Office standards, procedures, and concepts.

APHL Week is a Conference/Convention that is held at the APHL Home Office Bethesda, MD. This event is mandatory for all employees to attend. Travel and lodging will be reimbursed by APHL. Please Note: Reimbursement for travel and lodging may not be possible for employees that are local to the APHL Home Office.
